L2/3 STMS Practical Assessments

Hurford Traffic Management can undertake practical assessments for your staff.

Becoming a practicing Level 2/3 STMS is the highest level of qualification at the current stage that traffic management practitioners can achieve. A person who has achieved this standard is able to manage sites within the live lanes of Level 2 or 3 roads, plus everything else that a Level 2/3 STMS-NP can do.

The process involved in practical assessments is similar to a real job and does require planning in advance.

The applicant has to have relevant experience and be able to produce 3 TMP’s that they have managed on a Level 2 or 3 road (under instruction from a practicing STMS). These work sites have to be more than just a shoulder closed, with impacts on the live lane.

A verifier (practicing STMS) for the applicant has to complete some paperwork stating that the applicant was indeed running the 3 worksites and that they are competent to undertake the practical assessment.

There will be a meeting between the applicant and the assessor, usually at least a week prior to the practical assessment itself.  This is a chance to set the standard required, run through the assessment and marking schedule and answer any questions.

Then there is the actual assessment itself.  It is a site that is the choosing of the applicant, usually a lane closure as a dummy site, but can be completed on a real job.  The applicant is assessed on their team briefing prior to the set-up, the actual setting up of the site, the briefing of a visitor onto a site and then the removal of the site.  The process normally takes around 4 hours on average from start to finish.  

Once completed the applicant will be awarded a competent rating or may receive a not yet competent if errors are made.

The gear is organised by the person/company involved, along with the TMP and staffing required.

Practical assessments can be arranged for any day of the week with Hurford Traffic Management and are done on an as needed basis.

Note: The expiry date for the practical assessment aligns with the theory date.  Additionally, to maintain being a practicing STMS the theory course has to be completed every three years along with either a ROPE (Recognition of Previous Experience) form or every second time around a new practical assessment.
